About Ministry

  • The Ministry of Personnel, Public Grievances & Pensions is the coordinating agency of the Central Government in personnel matters specially issues concerning recruitment, training, career development, staff welfare as well as the post retirement dispensation.
  • The Ministry is also concerned with the process of responsive people-oriented modern administration. Allocation of Business Rules defines the work allotted for the Ministry.
  • The Ministry of Personnel, Public Grievances & Pensions comprises of the following three Departments –
    • Department of Personnel and Training
      1. DOPT is concerned with the formulation of policy and the watchdog of the Government ensuring that certain accepted standards and norms, as laid down by it, are followed by all ministries/departments in the recruitment, regulation of service conditions and posting transfers and deputation of personnel as well as other related issues.
    • Department of Pension and Pensioners’ Welfare
      1. The Department of Pension & Pensioners’ Welfare is the nodal department for formulation of policies relating to pension and other retirement benefits of Central Govt. employees covered under CCS (Pension) Rules, 1972 Apart from formulation of pension policy for the Central Govt. Pensioners/Family Pensioners, it also seeks to promote pensioners welfare and serves as a forum for the redressal of Pensioners’ grievances.
    • Department of Administrative Reforms & Public Grievances
      1. The Department of Administrative Reforms and Public Grievances is the nodal agency of the Government of India for administrative reforms as well as redressal of public grievances relating to the states in general and those pertaining to Central Government agencies in particular.
      2. The Department endeavors to document and disseminate successful good governance practices by way of audio-visual media and publications. The Department also undertakes activities in the field of international exchange and cooperation to promote public service reforms.

COMPREHENSIVE ONLINE MODIFIED MODULES ON INDUCTION TRAINING (COMMIT)

  • COMMIT is a training programme for State Government officials, launched in collaboration with United Nations Development Programme (UNDP)
Objectives
    • To improve the public service delivery mechanism and provide citizen centric administration through capacity building of officials who interact with the citizens on day-to-day basis.
Salient Features
    • It will supplement the existing 12-Day Induction Training Program launched in 2014-15 for newly recruited state Government officials to develop in them Generic & Domain specific competencies.
    • It is developed by DoPT in collaboration with United Nations Development Programme (UNDP),
    • It will be implemented through State Administrative Training Institutes (ATIs).

 

ELECTRONIC HUMAN RESOURCE MANAGEMENT SYSTEM (E-HRMS)

  • The government recently launched electronic-Human Resource Management System (e­HRMS) on Good Governance Day 25th December, 2017.
Objectives
    • aims to fully automate Human Resource Management System with a target to bring all the government employees on the employee portal, so that all processes of personnel management starting right from hiring to retiring will be on the digital platform.
Salient Features
    • The software will give a comprehensive and combined view of the human resource deployed by the Government.
    • It will also provide HR analytics for the Government, will help Government to post right person at right post, thus extract best of an employee.
    • Employees will be able to see all their details w.r.t service book, leave, GPF, Salary etc., and apply for different kind of claims/reimbursements, loan/advances, leave, leave encashment, LTC advances, Tour etc. on a single platform.
    • Employees shall not be dependent on administration for data updation, and may themselves update the data with their login subject to verification by concerned administration.
    • The system is designed in a way to obtain all management related inputs/reports through its Dashboard and all pendency of data updating as well as claims will be seen online by senior authorities that will instill more responsibility and accountability among all government servants.

 

CENTRALIZED PUBLIC GRIEVANCE REDRESS AND MONITORING SYSTEM (CPGRAMS)

    • It is a platform based on web technology which primarily aims to enable submission of grievances by the aggrieved citizens from anywhere and anytime.
    • The Department of Administrative Reforms and Public Grievances (DAR&PG) is the nodal agency for the dealing with complaint in this portal.
    • Tracking grievances is also facilitated on this portal through the system generated unique registration number.
    • Issue not taken under the CPGRAMS portal –
        • Sub-judice cases or any matter concerning judgment given by any court.
        • Personal and family disputes.
        • RTI matters.
        • Anything that impacts upon territorial integrity of the country or friendly relations with other countries.
        • Suggestions.

 

BHAVISHYA – PENSION SANCTION & PAYMENT TRACKING SYSTEM

Objectives
    • to ensure payment of all retirement dues and delivery of Pension Payment Order (PPO) to retiring employees on the day of retirement itself. 
Salient Features
    • Department of Pension & Pensioners’ Welfare has launched an online Pension Sanction & Payment Tracking System called ‘BHAVISHYA.
    • It provides for on-line tracking of pension sanction and payment process by the individual as well as the administrative authorities.
    • The system captures the pensioners personal and service particulars. The forms for processing of pension can be submitted online.
    • It keeps retiring employees informed of the progress of pension sanction process through SMS/E-Mail.
    • The system obviates delays in payment of pension by ensuring complete transparency.
