About Ministry

  • The Ministry of Youth Affairs & Sports functioned under the overall guidance of the Minister of State (Independent Charge) for Youth Affairs & Sports during the year.
  • In April, 2008, two separate Departments, namely, Department of Youth Affairs and Department of Sports, were created under the Ministry, each Department under the charge of a Secretary to the Government of India.

Department of Youth Affairs

      • Many of the functions of the department are related to other ministries, like Ministry of Education, Employment & Training, Health and Family Welfare thus it functions largely as a facilitator for youth building.
      • It gives two awards, Tenzing Norgay National Adventure Award and Indira Gandhi NSS Award.

Department of Sports

      • Sports promotion is primarily the responsibility of the various National Sports Federations which are autonomous.  The role of the Government is to create the infrastructure and promote capacity building for broad-basing sports as well as for achieving excellence in various competitive events at the national and international levels.  The Department schemes are geared towards achieving these objectives.
      • The department also gives away the National sports awards, including Special Awards to Medal Winners in International Sports Events, Maulana Abul Kalam Azad Trophy, Dhyanchand Award for Lifetime achievement in Sports and Games, Arjuna Award, Dronacharya Award, Rajiv Gandhi Khel Ratna Award and Rashtriya Khel Protsahan Puraskar.

Ministry of Youth Affairs and Sports Schemes and Programs, TARGET OLYMPIC PODIUM SCHEME, KHELO INDIA, MISSION XI MILLION, NATIONAL SERVICE SCHEME etc....

 

KHELO INDIA- NATIONAL PROGRAMME FOR DEVELOPMENT OF SPORTS

  • Launched in 2016 as a central sector scheme under Ministry of Youth Affairs and Sports.
Objectives
  • To revive the sports culture in India at the grass-root level by building a strong framework for all sports played in the country by providing them with a national level platform and establish India as a great sporting nation.
Formed by merging 3 existing schemes
    1. Rajiv Gandhi Khel Abhiyan (RGKA) – To provide infrastructure in rural areas and to encourage sporting culture in the country through competitions
    2. Urban Sports Infrastructure Scheme (USIS) – To provide quality sports infrastructure in urban areas so as to provide facilities for talent to hone their skills
    3. National Sports Talent Search Scheme (NSTSS) – To identify young talent
Salient Features
    • It is based on Gujarat’s model of “Khel Mahakumbh” in which schools and colleges from across the country participate in 27 different disciplines.
    • Khelo India School Games (KISG) has been launched under the program.
    • Revamped Khelo India Programme –
      1. Approved at a cost of Rs.l,750 crore for the period 2017-18 to 2019-20.
      2. It would impact the entire sports ecosystem, including infrastructure, community sports, talent identification, coaching for excellence, competition structure and sports economy.
      3. Pan Indian Sports Scholarship scheme – 1,000 most talented players identified in priority sports disciplines, each year, at various levels by a High-Powered Committee will be provided annual financial assistance of 5 lakh per annum for 8 years.
      4. Sports Universities – The Programme aims to promote 20 universities across the country as hubs of sporting excellence, which would enable talented sports persons to pursue the dual pathway of education and competitive sports.
      5. National Physical Fitness Drive – The Programme would cover about 200 million children in the age group of 10-18 years under a massive national physical fitness drive.
      6. Healthy population – Programme aims at creating an active population with healthy life-style.
      7. Latest technology – Use of user-friendly technology in all aspects of sports promotion such as, mobile apps for dissemination of sports training; National Sports Talent Search portal for talent identification; interactive website for indigenous sports; GIS based information system for locating and using sports infrastructure, etc.

 

TARGET OLYMPIC PODIUM SCHEME (TOPS)

Objectives
    • Identifying and supporting potential medal prospects for upcoming Olympic Games.
Focused disciplines
    • Athletics, Archery, Badminton, Boxing, Wrestling, Hockey and Shooting.
Financial assistance
    • To Selected athletes for customized training at Institutes having world class facilities & other necessary support
Salient Features
    • It includes –
      • Customized training at Institutes having world class facilities and other necessary support is being provided to the elite athletes.
      • It would provide a benchmark for selection of athletes on par with international standards.
      • Sports Authority of India (SAI) and the federations, which are the members of the ‘Mission Olympic Cell’ (MOC), would be the agencies for fund disbursal.
      • Authority will make payments directly to the “person and institution concerned” on behalf of the athletes.
      • Abinav Bindra Committee was constituted for identifying and supporting potential medal prospects for 2020 and 2024 Olympic Games under the Target Olympic Podium scheme.

Mission Olympic Cell (MOC)

      • It is a dedicated body created to assist the athletes who are selected under the TOP Scheme.
      • Chairman – Director General, Sports Authority of India (DG, SAI)
      • The idea of the MOC is to debate, discuss and decide the processes and methods so that the athlete receives best assistance.

 

MISSION XI MILLION

  • Biggest school sport outreach programme.
Objectives
    • To instil the passion for football in 11 million children from every part of the country.
Salient Features
    • The programme aims to encourage children to play the game of football, gain healthy habits and learn important life lessons in teamwork and sportsman spirit.
    • The initiative will focus on games that can be adapted to different field sizes and conditions, with special emphasis in small sided games.

 

RASHTRIYA YUVA SASHAKTIKARAN KARYAKRAM

  • Focuses on youth between the ages of 15-29 years as defined in national Youth Policy 2014.
Objectives
    • To Empower the youth of the country to achieve their full potential.
Salient Features
    • It subsumed following schemes
        1. National Young Leaders Programme (NYLP),
        2. Nehru Yuva Kendra Sangathan (NYKS),
        3. National Youth Corps (NYC),
        4. National Programme for Youth & Adolescent Development (NPYAD),
        5. National Discipline Scheme (NDS),
        6. Assistance to Scouting & Guiding Organisations,
        7. Youth Hostels (YH); and
        8. International Cooperation
    • For information dissemination youth would be made aware about the new umbrella scheme through distribution of IEC materials.
    • The Union Cabinet has approved the continuation of Rastriya Yuva Sashaktikaran Karyakram Scheme for the Period 2017-18 to 2019-2020.

 

NATIONAL SERVICE SCHEME (NSS)

  • Introduced in 1969 as a Central Sector Scheme.
  • NSS is a voluntary scheme being implemented in Senior Secondary Schools (Class 11th onwards), Colleges and Universities
Objectives
    • To develop the personality and character of the student youth through voluntary community service
    • Purpose – ‘Education through Service’
Salient Features
    • The motto of NSS is “NOT ME, BUT YOU”. An NSS volunteer places the ‘community’ before ‘self’ Nehru Yuva Kendra Sangathan (NYKS) (an autonomous organization under Ministry of Youth) oversight the functions.
    • It provides opportunity to the student youth of 11th & 12th Class of schools at +2 Board level and student youth of Technical Institution, Graduate & Post Graduate at colleges and University level of India to take part in various government led community service activities & programmes.
    • NSS attempts to establish meaningful linkages between ‘Campus and Community’, ‘College and Village’ and ‘Knowledge and Action’
    • Programme Structure
      • Each educational institution to have at least one NSS unit comprising normally 100 student volunteers, led by a teacher designated as Programme Officer (PO).
      • Students from foreign countries studying in Indian universities can also join.
      • Each NSS unit adopts a village or slum for taking up its activities.

Slum Yuva Daud

 

  • It is a part of the “Adopt Slum Campaign” by the Ministry of Youth Affairs & Sports. Slum Yuva Daud/Marathon marks the beginning of this campaign
  • Objective – To involve youngsters in constructive sporting events to keep them away from anti­social evils such as drug abuse and violence and to utilize their energy for development.
 

National Sports Development Fund

 

  • Support to top level sportspersons who are medal prospects in Olympics and other major international competitions and creation of sports infrastructure in priority disciplines.
