- Ministry of Agriculture and Farmers Welfare is the apex body for formulation and administration of the rules and regulations and laws related to agriculture in India. The three broad areas of scope for the Ministry are agriculture, food processing and co-operation.
- The Ministry of Agriculture and Farmers Welfare consists of the following departments –

- Department of Agriculture, Co-operation and Farmers Welfare

- responsible for various Farmer welfare and other Crop related schemes run by central government. Also, coordinates and manages with the state governments for their implementation. Co-operation refers largely to promote farmer co-operative movements.

- Department of Agriculture Research and Education
- responsible for basic and operation research, technology development, improving linkages between various organisations and state governments across the country. In addition, this Department manages the Indian Council of Agricultural Research.

NATIONAL LIVESTOCK MISSION
- Launched on 2014-15 by Ministry Of Agriculture and Farmers Welfare.
Objective
- Sustainable development of livestock sector, focusing on improving availability of quality feed and fodder.
Coverage
- all the activities required to ensure quantitative and qualitative improvement in livestock production systems and capacity building of all stakeholders
4 Sub-missions

- Fodder and Feed development-To address the problems of scarcity of animal feed resources, and eliminate deficit
- Livestock Development – productivity enhancement, entrepreneurship development and employment generation, strengthening/modernization/automation of infrastructure of state farms, conservation of threatened breeds, livestock insurance etc.
- Pig development in North-Eastern Region – all round development of piggery in the region
- Skill Development, Technology Transfer and Extension – to help farmers adopt the technologies developed by research institutions

- It involves sustainable development of livestock sector and focuses on improving availability of quality feed and fodder.
- The subsidy under Entrepreneurship Development & Employment Generation (EDEG) component of Sub-Mission on Livestock Development is channelized through NABARD.
NATIONAL MISSION ON BOVINE PRODUCTIVITY
Objective

- To enhance the milk production and productivity
- To make dairying more remunerative to the farmers
Salient features
-
- It was launched in 2016 to enhance milk production and productivity and making dairy more remunerative for farmers.
- The is being implemented through following four components –

- Pashu Sanjivani – It is a wellness program under which each of the milch animals are identified using UID and given a health card (Nakul Swasthya Patra) that will record the breed, its age and details of vaccination, among other details.
- Advanced Reproductivity Technique – under the component sex sorted semen production facility is being created at 10 A graded semen stations and 50 Embryo Transfer Technology Labs with IVF facilities are being created in the country.
- E-Pashu Haat Portal – It is an e-trading market portal for linking farmers and breeders of indigenous breed.
- Establishment of National Bovine Genomic Centre for Indigenous Breeds (NBGC-IB) – for enhancing milk production and productivity through genomic selection among indigenous breeds.

NATIONAL PROGRAM FOR BOVINE BREEDING AND DAIRY DEVELOPMENT (NPBBDD)
Objective

- To arrange quality Artificial insemination services at farmer’s doorsteps
- To conserve, develop and proliferate selected indigenous bovine breeds of high socioeconomic importance
- To create and strengthen infrastructure for procurement, processing and marketing of milk and milk products
- To create training infrastructure for training of dairy farmers
- To strengthen dairy cooperative societies/Producers Companies at village level

- The program was initiated in 2014 by merging on-going schemes of National Project for Cattle and Buffalo Breeding (NPCBB), Intensive Dairy Development Programme (IDDP), Strengthening Infrastructure for Quality & Clean Milk Production (SIQ & CMP) and Assistance to Cooperatives (AC).
- The scheme has three components namely –

- National Program for Bovine Breeding (NPBB): It will establish MAITRI (Multi-purpose AI Technician in Rural India) to deliver the breeding inputs at doorstep.

RASHTRIYA GOKUL MISSION
-
- Breed improvement program for indigenous breeds to improve their genetic makeup and increase the stock
- Enhancement on milk production and productivity
- Upgradation of nondescript cattle using elite indigenous breeds like Gir, Sahiwal, Rathi, Deoni, Tharparkar, Red Sindhi
- Establishment of Integrated Indigenous Cattle Centres or Gokul Grams in the native breeding tracts of indigenous breeds.
- Scheme is implemented on 100% grant-in-aid basis.
- Launched in 2014
Objective

- Development, preservation and conservation of indigenous Bovine breeds “in a focused and scientific manner”
- To enhance milk production and productivity of indigenous bovines
Interventions under RGM

- Setting up of integrated cattle centres – Gokul Grams Establishment of breeders societies – Gopalan Sangh
- Award to Farmers – Gopal Ratna & Award to breeders societies – “Kamdhenu”
Target beneficiaries – Rural cattle and buffalo keepers irrespective of caste, class and gender
Funding Pattern: 100% grant-in-aid basis
Gokulgrams

- They are Integrated Indigenous Cattle Centres
- To be established in:

- the native breeding tracts and
- near metropolitan cities for housing the urban cattle

- Either setup independently or through PPP
- Maintain milch and unproductive animals in ratio of 60:40.
- Maintain disease free environment by regular screening for diseases like brucellosis and tuberculosis.
- They will be self-sustaining – will generate economic resources from sale of A2 milk, organic manure, vermicomposting, urine distillates, and production of electricity from bio gas.
- Will also function as state of the art in situ training centre for Farmers, Breeders and MAITRl’s.

NATIONAL DAIRY PLAN-I
Objective
-
- To help increase productivity of milch animals and thereby increase milk production.
- To help provide rural milk producers with greater access to the organized milk processing sector.
Salient features

- It is a Central Sector Scheme being implemented by the National Dairy Development Board.
- NDP I is a scientifically planned multi-state initiative NDP-I will focus on 18 major milk producing states namely Andhra Pradesh, Bihar, Gujarat, Haryana, Kerala, Madhya Pradesh etc. which together account for over 90% of the country’s milk production.
- Various Components of the Scheme are –
- Productivity enhancement
- Village based milk procurement systems for weighing, testing quality of milk received and making payment to milk producers.
- Project Management and Learning

DAIRY ENTREPRENEURSHIP DEVELOPMENT SCHEME (DEDS)

- Central Sector Scheme
- Nodal Agency for implementation: NABARD (provides re-finance to financial institutions )
Objective
-
- To promote setting up of modern dairy farms for production of clean milk
- To bring structural changes in the unorganised sector so that initial processing of milk can be taken up at the village level itself
- To upgrade the quality and traditional technology to handle milk on a commercial scale
- To generate self-employment and provide infrastructure mainly for unorganised sector.
Salient features

- Dairy Venture Capital Fund (DVCF) scheme has been modified and renamed as Dairy Entrepreneurship Development Scheme (DEDS) in 2010.
- This central sector scheme is being implemented by NABARD as a nodal agency.
- The Scheme is open to organized as well as unorganized sector.
- Assistance is extended in the form of Interest Free Loan (IFL) to individuals, SHGs, NGOs, Cooperatives, companies
DAIRY PROCESSING & INFRASTRUCTURE DEVELOPMENT FUND (DIDF)

- A Central Sector Scheme announced in Budget 2017-18 for 3 years (i.e. 2017-18 to 2019-20).
Objective
-
- To modernize the milk processing plants and machinery and to create additional infrastructure for processing more milk.
- To help the producer-owned and controlled institutions to increase their share of milk. To ensure increased price realisation to milk producers.

Implementation
-
- lmplemenation Agency – National Dairy Development Board (NDDB) and National Dairy Development Cooperation (NCDC)
- Implementation strategy-to be implemented directly through the eligible End Borrowers such as Milk Unions, State Dairy Federations, Multi-state Milk Cooperatives, Milk Producer Companies and NDDB subsidiaries.
- Funding in the form of interest bearing loan, from NABARD – NDDB & NCDC – eligible End Borrowers.
- Fund is used to modernize old and obsolete milk processing units particularly in cooperative sector and will result in enhancing milk processing capacity thereby adding more value to the produce of the farmers and increasing their income.
- Loan Guarantee – The respective State Government will be the guarantor of loan repayment.
- Animal Husbandry Infrastructure Development Fund (AHIDF) – With a corpus of Rs 2,450 crore, for financing infrastructure requirement of animal husbandry sector
LIVESTOCK CENSUS & INTEGRATED SAMPLE SURVEY

Livestock Census

- First Livestock Census – 1919-1920 Conducted once in 5 years – by all States/UTs 19th Livestock Census conducted in 2012
- Coverage: covers entire nation
- Collects data on various species of farm animals & poultry birds – category wise along with age, sex-composition etc
- Breed survey undertaken in 2013 to estimate breed-wise no. of livestock population

Integrated Sample Surveys

- Introduced to augment Livestock census as a full-fledged scheme since 1985-86
- Conducted by – Animal Husbandry Statistics Division of the Department of Animal Husbandry Implementing Agencies: State/UT Governments through Directorates of Animal Husbandry & Veterinary Services.
- Collects data on Production of Major Livestock Products (MLP) viz. milk, egg, meat and wool

BLUE REVOLUTION (NEEL KRANTI)
INTEGRATED DEVELOPMENT AND MANAGEMENT OF FISHERIES
- It is an umbrella scheme – “Blue Revolution; Integrated Development and Management of Fisheries” – that subsumes all the existing schemes in the fisheries sector.
- Centrally sponsored scheme, with 5 year implementation period (2015-16 to 2019-20).
Nodal Ministry
- Fisheries division of Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture and Farmers Welfare.
Total Allocation – INR 3000 crore
Target

- To increase the overall fish production & productivity by 8% annual growth rate and to reach 15 million tonnes mark by 2020.

Objective

- To fully tap the total fish potential of the country both in the inland and the marine sector and triple the production by 2020
- To double the income of the fishers and fish farmers with special focus on increasing productivity and better marketing postharvest infrastructure including ecommerce and other technologies and global best innovations
- To triple the export earnings by 2020 with focus on benefits flow to the fishers and fish farmers including through institutional mechanisms in the cooperative, producer companies and other structures
- To enhance food and nutritional security of the country
Salient features

- It is a Core Centrally Sponsored Scheme on Blue Revolution (the Neel Kranti Mission).
- It is an umbrella scheme formulated by merging all the existing schemes
- It aims at enhancing fish production from 107.95 lakh tonne (2015-16) to about 150 lakh tonne by the end of the 2019-20.
- National Fisheries Action Plan 2020 (NFAP) prepared for all the states/ UTs have to prepare State Action Plan
- Suitable linkages and convergence with projects like the “Sagarmala Project”, MGNREGA, Rashtriya Krishi Vikas Yojana, NRLM etc.
- Promotes private investment, entrepreneurship, PPP and better leveraging of institutional finance.
- Encompasses skill development and capacity building in fisheries and allied activities

Mission Fingerling

- Has been launched under Blue Revolution which envisages adopting an integrated approach.
- Fish Fingerling production is single most important critical input to achieve fish production targets under the Blue Revolution.

Objective

- It targets enhancing fisheries production from 10.79 mmt (2014-15) to 15 mmt in 2020-21.
- The scheme will facilitate the establishment of hatcheries and Fingerling rearing pond to ensure certain level of production of fish fingerling, post larvae of shrimp and crab in the country.

FISHERIES AND AQUACULTURE INFRASTRUCTURE DEVELOPMENT FUND (FIDF)
Announced in – Union budget 2018-19
Objective
- To provide concessional finance to State Governments / UTs and State entities, cooperatives, individuals and entrepreneurs etc., for taking up of the identified investment activities of fisheries development.
Target
-
- FIDF aims to achieve a sustainable growth of 8 % to 9 % to augment fish production about 20 million tonnes by 2022-23.
Estimated fund size
-
- The approval entails an estimated fund size of 7,522 crore
- 5,266.40 crore to be raised by the Nodal Loaning Entities (NLEs), Rs. 1,316.6 crore beneficiaries contribution Rs.939.48 crore budgetary support from the Government of India.

- Nodal Loaning Entities – National Bank for Agriculture and Rural Development (NABARD), National Cooperatives Development Corporation (NCDC) and all scheduled Banks.
- Period of loan lending- over 5 years, from 2018-19 to 2022-23
- Maximum repayment period – 12 years, inclusive of moratorium of 2 years on repayment of principal.
- Financing investment activities: FIDF would provide concessional finance to State Governments/UTs and State entities, cooperatives, individuals and entrepreneurs etc., for taking up of the identified investment activities of fisheries development.
